Q: Can you sharpen paper cutters with this?

I would not recommend using this stone to sharpen a paper cutter. To properly sharpen a paper cutter, you should use a professional service. That being said, you could sure try to use it and if you were careful, it might help, but if you don't know what you're doing, you could make the paper cutter worse. I've worked in the office machine industry for 42 years, and have had customer's paper cutters professionally sharpened.

Q: I don't understand something. What is the blade guide used for because in the video it's not touching the stone.. could somebody explain what it's use

The blade guide helps you hold the knife blade at the proper angle for sharpening. I don't use it. I just go by eye.
