Hi. I just opened these two bras and neither one of them is wide enough! They are about four inches short. Can you help me?

Explain "short."  Do you refer to band not enough for you to close bra at back?  Solution would be to buy bra extenders.  OR here is my experience with this particular bra:  I generally wear 36 to 38C with other brands, and initially bought this Olga bra in 38C.  HOWEVER, I found it to be just a tad too tight, and uncomfortable to wear.  So I went up a band size but not cup:  40C fits great!
If you have not washed/worn your purchases and have original shipping materials, I would return to Amazon and request wider band size.  
You say they are 4 inches short.  That's a lot.  Perhaps try going up 2 sizes.  Example:  You ordered 36C.  Order 40 C and even a 42 C.  Try on and see which fits most comfortably, return what doesn't.
I have to tel you that I donated all my previous bras and wear only this Olga Leaves style.  Have it in just about every color.  Amazon had great prices when I was looking for the red.  Had paid more for other purchases (had no idea Amazon carried this brand or would have ordered here).  These are comfortable, straps don't "dig" or ride, bra stays in place without squeezing ribcage, cups have just enough lining to hide "nature's dots" and breasts are not "sitting" in the cups, instead they nicely fill/fit the space.  I hand wash, gently squeeze in a towel, then drape to dry on clothes rack in laundry room.  Place a towel underneath to capture any dripping.

Anyone know where i can still get this bra sheer lining in beige and black? love this bra w/ the sheer lining –microf liner, is very warm in houston!

I have the black with beige lining.  Very pretty.  Very comfortable in warm weather.  But this style is the ONLY one I have in my lingerie drawer, one in each color!

I've seen many prices offered on the sheer lace bras:  $12.99,  $17.99, to $21.99, $23.99.   when i try to order, $28.00 is the only opt.  why?

When you say too short, I’m assuming you mean the band size (that wraps around you and hooks in the back) is 4 inches too short. I’d measure the length of this band on the bras before returning them, and remeasure your own circumference to get an idea of what went wrong. I’ve bought maybe 4or5 of these over the last couple of years, and recently received one that was too short as well. I ordered the next size up. Hope this helps
