It is not DOT approved but is fine as supplementary lighting since it is used below the bumper and is the appropriate color (RED) to be used on the rear of a vehicle. Doubtful you will ever receive a citation as along as it is operating properly and no damage to the lenses.

What replacement bulbs does this use?

if youare trying to replace the bulbs because you think they are burt out it could be as one that I had the unit iss defective, otherwise you can pop off the red cover and replace the bulbs.

How long is the cable? Would it reach to the end of a cargo carrier?

The cable is only about two feet long but you can purchase a longer extension at most retailers that carry trailer hitches, lights, etc.

Description says led bulb and 1157 incandescent bulb. which one is it?

The item I purchased was 1157 bulbs not lED.
