what size tank will a pint seal?

Easily an 18-gallon tank - I had plenty left over with mine. I could probably have sealed even a 20 to 22-gallon tank.

I'm having my tank powder coated after I seal it. Will this stuff be ok baking at 400 degrees to cure powder or should I use after its painted

I would recommend powder coating first then applying the sealant! The sealant has a heat limit of about 400 degrees. Although I would clean the inside then wait till after the powder coating to use the metal prep & sealant.

Could you use this to protect and seal the outside of a cars rusted gas tank?

Very unlikely to seal a tank from the outside. Use a fiberglass tank repair from an automotive store. Even then...not too likely. This would be really expensive paint for just cosmetic purposes.

Hi Renee! If You Have A Plastic Tank That Is Leaking I Would Suggest A Soldering Gun (Heat) To Repair Leak/Crack. If Your Tank Is Nasty Inside I Would Suggest A Commercial Cleaning Product. POR 15 Needs A Rough Surface To Adhere To. I Would Not Suggest Using POR15 On A Plastic Tank. Good Luck!
