If Backer-on screws are good for wet conditions such as shower enclosures, why aren't they approved for exterior use?

I’ve used backer on screws for the exterior. If you look under epoxy coated screws they are very corrosive resistant and recommended for exterior although I will say that ceramic coated I believe her better.
