The description doesn't specify if the watts are average watts or pep watts. Anyone know what are the average watts and what are the peak watts?

I don't know what the peak envelope power handling capability is but I presume they mean dead key power. Mine will easily handle the 50 watt GMRS radio I have. Short bursts to check power and swr at 50 watts seems fine. It doesn't even get warm

Why is the swr showing on the surecom meter with this dummy load 1.7? why that high considering the swr is 1.2 on my antenna on the same frq

If you are using a jumper it could be the jumper. Check the dummy load with a ohm meter. It should read 50 ohms. In a perfect situation most dummy loads would read perfect swr of 1:1. But they are really only used for testing power anyway.

When using this dummy load to test cb radio 27mhz what is the swr at 27mhz?

I did not check it specifically on the CB frequencies but at 144Mhz and 440Mhz it was less then the specified 1.2 to 1 VSWR. If you are seeing more than that I would suspect a defective dummy load or a problem with the radio or cables.

Can it be used with a baofeng bf-f8hp handheld radio?

Yes, but you would need an adapter to get from the antenna connector on the radio to the connector on the Dummy Load. I believe the baofeng you are referring to had an SMA connector so you would need an adapter to get from there to the PL259 on the Dummy Load.
