Q: Do they fit on wheel chairs arms

Yes other customers have used these on wheel chair arms and they work great! There are Velcro straps so they fit on any chair arm.

Q: I need the pads to give extra height for my arms to level with the desk. So is the foam firm enough to not colapse or flop around when you rest on it?

They are soft memory foam. When they are compressed they add about a 1/4-1/2" to your armrest height. They do flop around a bit but they are much softer than the hard plastic armrests on my chair. Hope this helps.

The Elbow Pillows have straps so they can work for fixed loop arm chairs. The difficulty with loop arm chairs is that these will slide unless secured with an adhesive pad or velcro. However, if you're securing it to the top part of the fixed loop arm chair then these should suit your need.
