If my dogs neck measures at 19” should I go with medium or large

I'd go with the medium. My dog has an 18" neck and she isn't even close to going to a large. These collars are supposed to be somewhat snug. If you have too much play in the cords they tend to hang and can loosen up. If for some reason you aren't comfortable with the fit we can exchange the size asap. Thank you.

Is this a break away collar? If so, can it be easily put back together and reused?

This is not a break away collar. Its ajustable only.
