It is a soft vinyl-like. Like a puffer coat

Q: Are there extra markers you can order for this? in case you lose them or they run out of ink?

Not to my knowledge. But I am thinking any washable marker would work But it does not say this on the box

Q: Can you use permanent markers on this item (as in using as autograph horse for a birthday party).

Yes, I don't see any reason why not. I don't think the colors from a permanent marker would bleed through the fabric. Maybe use the finer tip permanent markers.

Q: Can i use expo dry erase markers on this toy?

No way not even close. Washable and dry erase are extremely different products.
