Will this charger work on 3600mAH 3.7 li-ion battery

Of course it can, it has nothing to do with capacity As long as it is a 3.7v lithium battery, no matter it is 18650/26650/21700 and other models, it can be effectively charged

How strong are the clasps holding the batteries in? Always seem to snap on these

I think it depends on how heavy handed you are. If you place the battery negative terminal ( outer Can) against the sliding terminal and push down, the terminal will slide down quite easily. They are made from Nickel plated Steel so should be quite sturdy.
