Can it go on without having to put it on a windshield?

The 11073 is designed to install to windshield rails up to 1-1/4" thick. It's not recommended to use it in other ways.

Will it fit a wss 24 ft Colbalt?

My boat is a 22 1/2 ft Cobalt and it has worked perfectly. It comes with some different sizers that I think will allow it to work on most boats.

Will it fit a round windshield frame app 1" wide

yes, mine is almost that thick. I have mine attached to the windshield frame.

Will this work on a frameless windshield? I need a mirror for my pontoon and the windshield is thin plastic without a frame.

O believe it will work , cause it comes with two ruppers for adjustment on windshield. Depend on size and thickness
