I bought one, couldn’t get it to spark at all. Bought a second one, got a few sparks, is there a trick?

Yes, as mentioned the end of the striker works better for me. The trick I've found is to use a stroke just like you are lighting a wooden match off a box and flicking it off into the fire. A quick snap of the wrist works well to throw a spark once the coating is off.

The Amazon description says machined in USA, but the country of origin is listed as Canada. Where is this item made?

Because it's likely the product was "transformed" in Canada. If it were completely an American production, then for marketing purposes it would certainly be labeled as such. Otherwise, why even mention Canada?

I believe it would work well on a Keychain.

Would a 4.5mm dog tag ball chain fit through the hole on this?

No. The scratch could be annoying.
