Will this heal red irritated skin under the eyes?

It depends on what is causing the irritation.  It has healed the redness on my hands from using hand sanitizer and washing my hands so often.  The consistency is more like an ointment rather than a light cream but there is no medical chemicals for healing.  Just pure moisture using argon oil.  I used on my hands at night but wore light cosmetic gloves to keep from soiling my bedding.  If what you have under your eyes is simply irritation, it should do the trick.  I would suggest doing a FaceTime call with your doctor to make sure that is all it is.  I love this product.

Does this cream clog pores?

While I mostly use it on knees and elbows, I have used it on my face with great results.  You do need to cleanse your face with good quality cleanser (I like Philosophy Purity Made Simple used with my Clarisonic.  I higly recommend the Josie Maran Argan Oil products because of their purity and ease of use.  This cream should be used as your replacement for petrolem jelly products, such as Vaseline, as it doesn't have any petrochemicals which are bad for your skin.  I have not had any clogged pore issues.
