Does this dry hard or does it stay soft?

I haven't used it for very long so I'm not sure how long it will stay soft. However, I don't know of any that stay soft forever. They all dry out eventually. The amount left in the tube will stay soft almost forever as long as you keep a cap on it.

Is this paste electrically conductive? Or is it safe to use on higher voltage transistor flanges?

Yes, can be used on transistor flanges. It's non conductive.

It´d work for my laptop noisy fan cooler?

No. If you have a noisy fan then the fan is worn out. Thermal grease won't help that.
