You can see on the bottle, the top silver part is the seal so yes it's sealed, it's liquid. I've ordered this quite a few times, it smells lovely. Great buy.

It has a light floral scent like orange blossom water but lighter ; but I don’t use it alone I mix my own different spiritual waters for my needs you can wear it alone or add your own spiritual touches for your needs it’s just as powerful alone but love smell

Q: Does this still come in a glass bottle with the pictured design?

No ... only plastic. The last item they have in glass is the original Florida Water.
