Q: Is this bell suitable for patient/caregiver use throughout home?

It would depend on the size of your home and the noise level. I have a very low noise level and 1400 sq ft house and had no problem hearing the bell from one end of the house to the other end.

Q: Is this bell suitable for someone playing Santa Claus

No way...not large enough and the clapper sometimes in stuck.Sound quality is more of a dinner bell at the dining room table. Look for a larger size bellor a strap of jingle bells you can attach to your Santa belt.

Q: Is there a way to attach to a bed rail or wheelchair?

I bought a store bell (on a curved spring) and made a mount for it so that it clamps on the bed rail. I couldn't think of a simple way to clip this bell on.
