will this cut Jute rug?

Although I didn't use it on a jute rug, I believe it would work. I used it to cut a carpet underpad and it cut through the pad very easily.

Can these cut 3/8 inch felt pads?

i never tried on felt but it does a great job on stiff carpet. u think it would should do a great job on the felt. reommended

Can these be used to cut 1/2 in rubber flooring mats?

Not sure ,have not used on anything that heavy.
