how long does it take to dry?

2-3 hours for touch dry, over night to harden and not scratch.

Can I use this on top of any paint?

I suggest cleaning the surface as best you can. I would also recommend using a sandpaper to lightly rough up the surface. Making sure the lines of the grit are in the same general direction. The paint will cover most if not all the scratches.

Can i use this in the bathroom floor?

I used it on entry tiles, which are the same as are in my bathroom. It worked very well.

Can i put a clear epoxy coat over latex concrete paint?

I bought the package deal to repaint the tile in the bathroom. It came with a satin epoxy top coat. It turned out fantastic. Call rust oleum they are more than helpful.
