Does not turn off. Timer not on this one . Any suggestions?

I don't have an answer. I would send it back for a replacement.

Does the wand has a stay on feature where it does not blink?

All of the settings are different types of flashing/blinking. There is no steady light setting

Can it be turned off or does it just blink till the battreries wear out or are removed?

This item can be turned on and off. Just press the button to switch between various flashing settings or turn off.

How do you turn it off? I pulled the tab and can’t turn it off.

I believe its on a timer and turns off on its own and you activate it when you push button
