Can this be put in a freewheel position while moving?

It has forward and reverse ratcheting and a center position that it full lock, no freewheel.

Where is the ares 1/2-inch drive ratcheting breaker bar made?

Its made in taiwan, But its strong as hell. Ive got the 30 inch. I put a 6 ft. cheater bar on it to break loose some lug nuts that were put on with an impac wrench . the 30 inch is stout . Dont know about the 18 inch.

If flywheel has a hex nut as a fastener that can be accessed without removing engine cover, this ratchet can be used to start it with a power drill. I use it to start a generator engine. Some small engines are equipped with a triangular hole in end of crankshaft. This will accept a special tool/ratchet to start it with a power drill.
