It would definitely be close enough to it. But more so along the size of a 2 . My baby has room to grow in them.

Q: Will these fit a baby in a us size 4?

Yes….but I will tell you, the bottoms are very slippy. There’s not very good traction on them. My kid slipped around on them a lot. But he has chubby feet and they fit well.
