Q: What type of material is inside these gloves that touch the skin? Is it fleece or a soft material like that to keep your fingers warm?

It’s like neoprene. Not soft padded but it’s very comfortable. The Windstopper keeps my hands warm.

The gloves do not offer any padding.

Q: I see it says for 'cooler conditions', but looking for something to keep fingertips warm in cold conditions (Raynauds). Would these works?

They should be very good for keeping your fingers dry as they are Gore-Tex which is the best tech right now for waterproofing which in turn will keep your fingers warm. But in extreme conditions i would suggest a liner, to make sure they are warm.
