Is the non-stick liner coated with Teflon , or any other coating ? I'm trying to avoid Teflon coated products.

I can't tell. I've been looking throughout the box and manual and can't find anything that describes what it is made from, particularly the non-stick surface, but it looks a lot like teflon. the unit itself is made from aluminum. Two substances that we're not crazy about. Because of that, I'll be returning this product.

Is it possible to make only half a cup of dry rice in this or do you need to put at least 1 cup in for it to function properly?

You can make 1/2, 3/4, 1 & 1.5 cup of uncooked rice. Any of these measurement the cooker will function properly. Important, Use the measuring cup provided. DO NOT USE OTHER CUP. The critical part is the water & rice ratio rules should be follow diligently to get good result.

What is the steamer insert made of and is it coated with anything?

This is the small version. It cooks at most 1 cup of rice. It has no steamer insert unless I threw it out with the box. The full size version which I also own came with a aluminum steamer insert. Just a simple pierced rack that sits about 1/2 inch above bottom.

Does this really cooks 8cups of raw rice?!

No. It makes 8 cups, but it's 4 cups of raw rice.

Literally unusable in the country it's sold in

Why would you sell an item in the UK that doesn't have a usable plug? I've even bought a specific Asia/US/AUS converter but it's a specific plug with one large prong than the other that doesn't even work with that. Why does the product say NOTHING about this in the description. What a waste of time. Can't even review it properly BECAUSE IT CAN'T BE USED
