For a one-time short event probably, but I wouldn’t leave them there

Q: What's the best way to fluff them up after taking them out of vacuum seal bag?

I used a hairdryer to fluff them up. It took time with adjusting the heat and air flow to fluff out all the flowers. High heat works best.

Q: How long does the flowers last submerged in water?

They are artificial flowers, no need to soak them in water.
