Does this come with the rugged case and s pen like the sm-t397?

I purchased the SM-T395 and it did come with an excellent rugged case and S-pen.

Does it have a pjone pad, so we can place call on gsm/3g/4g network?

yes. I use 4G LTE data & LTE voice call & Text Message & phone call

Will this work with verizon in the usa?

if its Verizon or Sprint this unit will not work, They use CDMA technology for their networks. GSM units are designed to operate with carriers like AT&T and TMobile and most carriers in other parts of the world as they use GSM technology for their networks. The only thing you have to check is what bands they use. You might not get full 4G LTE but at least 3G
