Hello, double-layer balloons are really difficult to inflate. You can pull on the top of the balloon as you inflate. Or use a manual pump to inflate those small balloons.

Q: How do you inflate the balloons?

You will need an air pump the cheap hand pumps are fine but you will get them inflated a lot fast with an electric balloon pump. Amazon sells them also they are not very expensive.
