How do these do in cold weather keeping your hands warm?

They have light insulation so it depends on what you mean by cold weather. Sub-zero? No. Between freezing and 65°, sure.

Will these help my husband not cut his finger off on his circular saw?

No they will not protect against the saw.

How water resistant are these gloves?

For a test, I put the gloves on and put my hands in a bucket of water up to the wrist area of the gloves for 10 minutes, no soak through was felt. Great gloves.
