Is this just for the one weight? Or is it for a pair?

Only one per package, so if you have 2 mud flaps order 2. Put a pair on my motorhome flaps and they look good. Very satisfied.

What do you mean.. w/o backing plate?

They are just the stainless steel plate as show in pic. You just screw them onto the bottom of the mudflap. We put these on our motor home which has thick flaps. They are still in place and work fine. Backing plate I guess would be what they might give you to put on the back side of the flap that you would screw into. No worries, they are fine as is.
