What diameter does the handlebar need to be to fit.

With the rubber insert it will fit 3/4" bar but without the insert it will fit at least up to 1 -1/4".

Will this work in sub zero temperatures?

I live in Florida. Thankfully we don’t have sub-zero temperatures.

Probably not waterproof as in scuba diving but I'm sure a little rain won't hurt it on the handlebars.

Does it fit on tapered handlebars? The area of my handlebars near the stem isn't perfectly round. Will this clip onto that surface?

It only fits on the smaller areas It is too small to fit on the large area of the bar near the bar clamps
