Is the foil background fringe and table cloth included? I have read the description but it doesn't say anything but the title says it

Yes it is but I bought table covers that were white and rose gold which matched instead. I was confused too. Turns out the white and rose gold spots looked better!

How big in total are the happy birthday balloons?

Each letter is approx 20cm high and 15cm wide.

It is real 80M ribbons? I have always considering bought new ribbons solve the problem of wrapping gifts！

Can the balloons just be filled with air and will they float when attached to ribbons? I thought they would need helium. Thanks for any help.
