Why does it say it's 4lbs but in product details it sais item weight 3.1lbs and shipping weight is 3.1 lbs?

I have no idea where you got that shipping weight. shipping weights are always heavier than the product weight due to packing etc. These are 2lb containers one each of resin and hardener so the shipping weight would be around 4lbs 8oz or so.

Can this be used to repair a cast concrete garden statue?

Absolutely. This clay will adhere to it perfectly and is weather resistant.

Do light colored paints, such as white, cover the black well?

I have never tried white paint, but I don't it would cover the black. However, I have used various colored spray paints (the 2x Rustoleum kind) successfully. Apoxie Sculpt does come in white. Hope this helps! :-)
