Is this a good set for spoon carving?

No. These chisels are not good for spoon carving - they are too flexible. Do yourself a favor and get Pfeil chisels - more expensive than these but much higher quality and much more useful. 8L/18 would be good for spoons.

can these be used with a mallet?

They are not good for use with a mallet as the steel is tempered for flexability, not impact. Also the handles are lightweight wood.
