Yes, there are 2 compartments. I would place 2 different salt types

Q: My concern is I don’t want any bugs being able to get in when closed. Is it pretty tight when it’s closed or is it possible for bugs to crawl in?

I have used mine for several years and have never had bugs in it. However, I live in Minnesota and have never had bugs of any kind get in to any type of salt I have had.

Q: Does it fall over? It seems a top heavy design that would put center of gravity near the edge when opened.

No, it's never fallen over--I would say it's virtually impossible. It is really beautiful and simply beautifully designed.
