Does this stretch hats that have an elastic band?

An interesting question if not asked in jest. I suppose it would "stretch" a hat with an elastic band, but you're probably asking about stretching beyond what the elasticity permits. Assuming that the hat is a cloth "one size fits none," I would think that if the band is pushed beyond the limits of elasticity, then the hat is probably damaged in the process. I'm guessing that the fabric doesn't have that much "give."

Yes it would. You might want to dampen the straw slightly, but you can also do it dry. The hat may re-shrink after a few days and you have to stretch it again.

What's the smallest hat size this will fit into?

I wear a 7-5/8" hat and this stretcher barely reaches it and won't actually stretch it. It's way too small for stretching. It will literally fit a baby hat.

Does this stretch leather bands on a beret?

I would imagine so. I am using it to stretch my western hat that has a thick rattlesnake hat band on it. I am using steam to soften the material...
