No, no frame and when it hangs on the rack it doesn't look anything like the vendor pictures. It actually rests on your clothes.

Q: how all is this item and does it come with a rack

It's a cover I don't remember the dimension. However it's pretty big. The material and zippers or made well.

Q: Does 59" inch cover come in gray?
