Can i adjust the volume on the eye massager? how?

On the right side, there are two small buttons next to the ON/OFF button. The top one is for volume. It cycles through loud to off continuously. If you look at the button in the right light at the correct angle, there's a little speaker icon on it.

Why Bob and Brad eye massager is better than others?
