The purpose of the block is to provide a flat surface to mount a light or other items. The item you mount screws into the siding and the block is held in place by the same screws... as the block is between the wall and object.

Are these bright white color mounts paintable?

I bought two of a different design, but same material. Get some spray primer, like 123 Primer, and a good paint for outdoors. Scuff the surface with sandpaper, and prime. Let dry and do it again. Scuff then paint, scuff then paint. Mine look great and very durable.
