Can the bottom part for the legs be extended out while the back part is upright?

Sort of. It leans back as your legs come up. But it does lay flat if you continue to push against the back, much like a regular recliner.

I want to use this chair poolside meaning in and out of the water onto the chair. Does it dry quick and easy like the normal mesh gravity chairs?
