Q: Does it always glow regarding of light

No! the pic on website shows its glowing thats why i brought it when it came i put it in my fish tank it wash day light...i thought maybe it only glows it night time but no its not its the same as it is in day time.... and it was $8 for the tiny little thing

Q: Is this for saltwater tank

Can be for both salt or fresh water tanks. But the effect isn't what you see in the picture. I was disappointed in it.

it is pretty under the white light but is spectacular under blue lights. my grandkids love my glowing tank. i bought 2 of these and am very happy.

Q: Can this be used in a heavy water tank?

I am not sure what u mean by heavy water tank. But your fish aquarium has to have the right kind of light in it or it doesn’t glow. With the correct like they look pretty cool. I had two for a 20 gallon.
