How about the quality of this charger?

It's mediocre. It charges at a decent pace, but the charge doesn't hold long. It also causes lines you make on various games to jitter.

Can it be use with 2ds?

Yes the 2ds is an exact replica of the 3ds, but the 3d tab isnt there

Does it work with a regular DS?

It worked better with a ds than with a 2ds. But neither worked as I expected.
