Q: could i eat ice cream out of it?

I don't think that you should. There are a number of chemical reactions possible with copper. I do know for sure that you cannot use it to heat food in, it can be poisonous. Notice that all cooking pans only have copper on the outside. I have used copper bowls to beat eggs in it makes them really fluffy. Since ice cream is cold you might try a small amount and see if anything happens. Acids can also have an effect on copper, it will turn it green (verdigris). That's all I know.

Q: Can i put water inside of it or will it deteriorate it?..

I have never tried it with water - sorry. It is copper coated so it should not deteriorate.

Q: Can I make candles with this or would it burn too hot??

I make aromatherapy candles, this would NOT work. I have it and it’s truly beautiful but tiny! I use it to snub my smudging sticks or to put liquid oils in. It’s very small, diameter is just a few inches. I’d check the size listed. It looks bit but it’s very small. But beautifully made and lovely to look at. Speaking professionally re candle making I use stainless steel double broilers but mine are from my grandmothers 1970s set that was passed down, but they have them on amazon. Good luck 🍀

Q: Is this safe to burn paper in?

I think you're supposed to put sand in the bottom before burning anything in it.
