Q: Are these shorts regular or relaxed fit?

These fit extremely well. I have a 41” waist and wear an IWB holster. The size 40 in these and the long pants version allows me enough room for the IWB and still remain comfortable. The extra stretch in the waist band does the trick. All I wear are these (long and short pants). Very comfy, no binding. Even with stuff in the pockets.

I’m not sure what you mean by ‘short’. I have 2 pairs size 38 - they measure 22” from the top of the waist band to the bottom of the leg. Inseam is 9”. Hope this helps. They are well made. No watch pocket.
