How much cider does each vial support, is it 5 gallons for each vial?

Yes, this is the normal volume for a 5 gallon batch. That said, You can use it in any amount of cider theoretically, since it works by reproducing until they run out of sugar to eat. So it should only affect the length of time it takes to finish fermenting if you used more/less yeast/juice. For sizing down, I would use about half the vial for a 1 gallon batch.
