Would this cooler master 212 120 mm be good for cooling a ryzen 5800x3d cpu?

Yes, you might concern the newer version option Hyper 212 Halo Black https://www.amazon.com/Cooler-Master-Aluminum-LGA1700-RR-S4KK-20PA-R1/dp/B0BRBWL38D

Hyper 212 be rgb and then cooler (not cooler and fan). does this still come with a fan? enough cooling for i7-12700 processor?

The new Cooler Master Hyper 212 Halo Black might be a better fit. https://www.amazon.com/gp/product/B09KYC4Z98

can you control both the lights and fan speed from software? instead of having to use a wired controller that is inside your case?

yes, as long as your motherboard supports a 4-pin RGB header. You can connect the fan directly to the mother PWM header from the software or BIOS to manage.
