The word 'matt' means they are not shiny as in paint. Yes, you would be able to wipe away a splash of water, I think they would be fine. Hope that answers your question.

How many sheets of A4 paper does this comfortably hold?

I have 54 see through pockets in mine. The majority have 8 - 10 sheets, the rest have 4 - 6 sheets and there is room for more pockets. Exactly the same as any other A4 folder.

No, they are stuck on with firm adhesive that will rip the label if you try to remove it. You could stick new labels on top of the old ones......
