Is this bright white or off white?

Mine is definitely not bright white. It is more of a cream color. It site up against my bright white deck, and there is a noticeable difference.

Will it keep mice out?

No this doesn't close completely around the hinges. Mice can definitely get inside this box.

Can you stake it to the ground?

No. You would have to drill through the bottom of the container in order to put stakes into it.
