Does this come with 14 gauge or 12 gauge wire? Can it use 12 gauge wires?

The fixture itself has somewhere between 14-18?guage wiring, because the bulb doesn’t require much draw on the 20a (or 15a) circuit. Wires from the breaker to outlets and lights require a heavier guage, because more loads than just the light fixture will be connected to it.

Will this work in Europe with 220v?

Yes, but please use the bulbs which support 220v.

I hung them with a level but they look crooked because the stems were attached to the plate at an angle. How can I fix this?

There is some flex, so you may slightly and carefully bend them to level.
