They do not flutter when you turn your headlights on or off, sorry. They are suitable for speeds upward to 60-65, just make sure to attach them properly and allow the stickiness to set in before you start driving.

Are they good on the freeway?

If installed properly they will handle any normal speeds including interstate/freeways. Car washes etc. My wife is on her second pair 1st one lasted 2 years and replaced just due to fading. Just read instructions and install and you wont have any problems.
