Can I use this to adhere small mosaic tiles in the pool?

This tile adhesive does not work for tiles lining the pool. They will fall right off.

Does this work with quartz countertop?

I haven't used this product with quartz material. I have used it with glass and I am happy with the results .

Can I use this in between a wall and a floor base to prevent the cold come inside the house from outside?

A tile fell off in our shower. I used this to adhere it back to the wall and it worked great. Read the instructions and follow them and you shouldn't have any issues.
