I have a Bischon at 15.5 pounds. What size?

My Havanese is 13lb. 8 oz., so I ordered an x-small. I am returning it because I could barely get it to close - just an inch or so overlap at the neck and belly attachment spots, with lots of uncovered black velcro showing. I am going to try a size small, but haven't received it yet. He really likes to wear it, so I think it feels good to him. I bought it on a dog behaviorist's recommendation to address his general fear/anxiety issues which have resulted in some nipping.
